Globally every country has laws to stop or prevent theft of physical property but unfortunately, laws to stop or prevent theft of intellectual property are not available in every country.

Many countries have laws to prevent this kind of intellectual theft like copyrights etc. which are punishable in court.

However, on the other hand in many countries, it is still the moral responsibility of the author to stay away from plagiarism.

Many Universities have made strict rules for their staff & students to prevent them from using plagiarized material.

Many Publishers also want to encourage genuine and original work, so they have also made rules for authors who want to publish their work.

Therefore, we can say that Overall Plagiarism is not covered under the law in most countries in this world, so it is rarely punishable in Court. The Universities and publishers mostly cover plagiarism under guidelines or rules that can lead to a loss in reputation along with some punishment as specified in these guidelines/rules.  In most countries in this world, plagiarism is still considered unethical conduct and not an offense.
